Benecke-Kaliko is set to build its second Chinese facility in Changzhou, to produce surface materials for automotive interiors. The German company, which is a subsidiary of ContiTech, said the investment would be almost €40m for the first phase of the expansion, making it the largest investment in the company’s history. 1 October 2014
Hexcel is investing $250m (€199m) on a new carbon fibre plant in France, in order to supply material for the future Airbus SAS A350 XWB and for Safran Group's CFM Leap engine. The new site in Roussillon, France, will include new precursor and carbon fibre lines along with quality control laboratories and offices. 1 October 2014

Fresh attempts to privatise insolvent Romanian PVC producer Oltchim have met with new obstacles, with the European Commission suggesting the government has treated the indebted chemical company too favourably and not enforced its rights as an Oltchim creditor. Commissioners have also criticized a deal being negotiated for Oltchim to acquire the Arpechim refinery, mothballed two years ago, from private company Petrom. 29 September 2014
Russian plastics firm Tomskneftekhim (TNKh) has launched a project to extend production of polypropylene and polyethylene capacity in the west Siberian city of Tomsk. 26 September 2014

Russia has taken a major new step towards satisfying its rising domestic PVC demand with the long-awaited launch of the RusVinyl PVC plant at Kstovo in the Nizhny Novgorod region. The 330,000 tpa PVC facility, a joint venture between Russian petrochemicals giant Sibur Holding and SolVin, the European Solvay/BASF vinyls partnership, was finally inaugurated last week in the presence of Russian president Valdimir Putin. 24 September 2014
